Gets the average number of WAL records per second written during the last time interval.

The length of time interval is configured via PersistentStoreConfiguration.setRateTimeInterval(long) configurartion property. The number of subintervals is configured via PersistentStoreConfiguration.setSubIntervals(int) configuration property.
